Steven is an international lawyer with 18 years of experience in climate change and climate finance.

He works with lawyers across a number of practice areas to provide advice on climate regulation, climate-related disclosure and climate risk. He also supports clients develop business strategies, identify and manage sustainability and ESG risks across project finance, asset and resource allocation, operations, due diligence, governance, compliance, policies and processes.

Steven advises on domestic and international regulations such as UNFCCC, Paris Agreement, EU ETS and standards like the TCFD, Equator Principles and ESG accounting.

He has recently concluded a year at the UK's Department for Business, Energy & Industrial Strategy placed in the International Climate Finance Directorate. He has also advised the World Bank, the Hoffmann Centre for Sustainable Resource Economy and the University of Cambridge, Institute for Sustainability Leadership.

In 2014 Steven worked at Carbon Trust’s (CT), Policy & Markets on international climate finance opportunities, energy efficiency programme for SEMs and technical assistance for business, national and subnational governments. In 2015 he was appointed Director of CT Mexico with responsibility for the strategic direction and operation of the Mexican office.

Prior to these he advised Climate Change Capital's clean technology funds on policy and regulatory risks and opportunities focusing on mechanisms and financial instruments to support clean technology deployment, the evolution of carbon finance and new flexible mechanisms and climate finance.

As programme officer at the interim Secretariat of the Green Climate Fund he was responsible for financial inputs, resource allocation, financial instruments, and the private sector facility.

Steven has also served as expert country reviewer for the World Bank’s Partnership for Market Readiness, private sector observer to the Climate Investment Funds, Forestry Investment Programme and was elected Board Director of the Climate Markets and Investors Association.

Steven's experience includes:

  • Strategic advice and management of UK Partnership for Accelerated Climate Transitions  (UK PACT). Development and implementation of UK PACT portfolio of early activities.
  • Advising on Mexico-UK climate partnership development.
  • Senior stakeholder engagement and market engagement.
  • Research and advise on smallholder farmers access to climate finance for renewable energy to enhance productivity and move away from subsistence farming.
  • Advising and leading engagement with the Pacific Alliance's Environment and Green Growth Technical Group.
  • Strategic direction and operation of Carbon Trust Mexico. Project design and oversight (e.g. Low Carbon Sates, Low Carbon Municipalities, Renewable Energy and Technology Innovation Needs Assessment).
  • Advising PE funds on policy and regulatory risk.
  • Providing advisory services on emissions trading, market mechanisms and climate finance.
  • Evaluating the impact of climate policy and regulatory change on assets and projects under management.
  • Strategic prioritisation of policy and regulatory risk.
  • Tracking and assessing developments of climate-related disclosure and carbon pricing.
