Professor Cygan joined the EU Law Department of the University of Leicester in September 2000, having previously lectured at the University of Nottingham and at King's College London, where he also completed my PhD.

He lecture EU law at undergraduate level and he is also the Course Convenor for Land law.

His research interests lie in the field of EU Public law and governance. In particular, this focuses on the relationship between national parliaments and the EU Institutions within the context of the decision-making process.

His current research will lead to the publication of a monograph which examines the contribution made by domestic legislatures to improving accountability and democracy in the EU. The monograph titled Accountability, Parliamentarism and Transparency in the EU: The Role of National Parliaments will be published by Edward Elgar in 2013.

In recent years, Professor Cygan has contributed evidence to several House of Lords inquiries which have considered involvement by national parliaments in EU affairs. He currently participates in a training programme for civil servants and parliamentarians from across the EU Member States, the purpose of which is to promote best practice in the application of the Subsidiarity Early Warning Mechanism.

He also continues to act as an advisor to the EU Affairs Committee of the Sejm on matters concerning the application of the subsidiarity principle. Since 1997, he has also participated in numerous civil service and judicial training programmes in Poland. At present, he is involved in several judicial training programmes for Polish High Court and Supreme Court judges where he delivers sessions in both Polish and English on matters relating to the domestic implementation and application of EU law.

He is also a Visiting Professor at the Faculty of Law at the University of Brescia and a member of Didactic Council for the PhD in Italian and European Constitutional Law at the University of Verona, where he is also a Visiting Professor.

He has also been a Visiting Professor at the University of Warsaw and Charles University in Prague.
