John Cooper is one of the UK's leading specialists in public and regulatory law. With over 20 years' experience in the field, he heads the group of legal experts who form our UK Public Law & Regulation Team.

A litigator by training, John has represented clients in judicial review and tribunal cases, both bringing and defending proceedings against government bodies. He has acted on a number of leading cases, and is an expert on the law and strategy of public law challenges. But most of the time he focuses on finding solutions to complex legal problems that keep his clients out of court.

With substantial experience of working as a lawyer for the UK government, and an adviser to governments in the Middle East and East Africa, John is an expert in the law and policy of regulatory systems.  He is equally comfortable contributing creatively to policy development as he is drafting legislation. He has a long track record of bringing his expertise to bear to achieve the commercial and policy objectives of governments, regulators and major corporates.

John regularly publishes and speaks about recent developments in public and regulatory law across a range of sectors including energy and utilities, transport, health, education, gambling, food and life sciences.
