Francis is a partner in the construction and infrastructure team in London, specialising in construction and projects. He has substantial experience on major schemes both in the UK and overseas and regularly advises on PPPs, hospitals, sports stadia, universities, skyscrapers, power projects and infrastructure using a wide range of procurement strategies. He has particular expertise in sustainable development and renewable energy.

A seasoned public speaker and contributor to the property and construction press, as well as a regular tweeter on industry issues, Francis co-authored the Chartered Institute of Building's Complex Projects Contract 2013 and the Time and Cost Management Contract 2015. He sits on the Construction Industry Council's Green Construction Panel and on the City of London Law Society's Construction Law Committee and is a Fellow of the Chartered Institute of Building.

Prior to joining Penningtons Manches Cooper in 2016, Francis was head of the construction department at another leading City law firm. He is listed in the latest editions of both the main legal directories. The Legal 500 commends his 'efficient service' and 'breadth of knowledge of JCT contracts' while Chambers UK notes his work for 'prominent clients on high-profile commercial development projects throughout the UK' and praises his 'excellent technical knowledge and client service'.
